AAMHO was formed in 1987 when two other organizations merged, MHOA (Mobile Home Owners of Arizona) and CAMOA (Central Arizona Mobile Home Owners Association). Prior to 1987, the Arizona Legislature had passed the first Mobile Home Parks Residential Landlord and Tenant Act. The Arizona Legislature formed a Study Committee made up of legislators, manufactured home owners, and park owners to review the LTA. After 3,000 hours of work, the Study Committee proposed many changes to the Act which were all adopted by the State Legislature.
Over the years, AAMHO has prevented laws that would affect mobile home owners adversely, such as SRP’s 1995 proposed rate hike that would have imposed higher utility rates on park homes than on site-built homes. AAMHO worked with other housing groups to add a Relocation Fund to the LTA and passed the RV LTA in 2017. AAMHO also led the charge to add a caregiver provision to the Mobile Home LTA that allows a caregiver under the age of 55 to live in a mobile home park to assist the home owner.
In addition to working with a legislative liaison who monitors proposed legislation and helps craft and pass laws that favor mobile and RV owners on leased land, AAMHO set up directors in various districts in Arizona- we now have eight- to respond to questions about tenant rights and address issues from mobile and RV home owners in their districts. AAMHO began teaching classes on the two LTAs then in 2018, AEMPRO (Association for the Education of Manufactured Mobile and RV Home Owners) was created as a 501(c)(3) to allow applying for grants since AAMHO is a 501(c)(4) and ineligible for many grants. Currently AEMPRO teaches and oversees most of the LTA classes for residents as well as the manager certification classes.
All AAMHO board members are volunteers and are committed to helping both members and non -members who come for help. Several board members recently took classes on Arizona’s LTAs in order to become Housing Stability Legal Advocates (HSLAs) who will help members with some legal issues involving their mobile or RV homes.
